JICA as Japanese Government's aid agency cares about public service delivery. JICA has been assisting government for improving their public service of education, health, rural development etc. JICA expects this study to deepen understanding poverty for its staff and management, and by doing that JICA could have suggestion of improving their performance in various projects, including direct involvement in public service delivery. In recent years JICA had been implemented Participatory Rural Development Project in Tangail District. This project aimed to empower people's voice to reflect their priority to development of rural area. JICA is also conducting project of primary education and maternal health in other districts. Therefore JICA will use implication drawn from this study as a clue to further improvement of their efficiency and effectively by knowing poor's preference and priority. The specific objectives of the study are:
- To analyse the recent trends in poverty using data from secondary sources.
- To understand the local definitions of poverty and to estimate the incidence of self-rated poverty.
- To analyse the dynamic aspects of poverty including chronic, transient (ascending) poverty and descending (non-poor) poverty.
- To examine different kinds of vulnerability and risks arising from natural disasters, ill-health, insecurity and social obligations.
- To analyse the perception of public service including health, education and agricultural extension services.
- To analyse the perception of NGO services in health and education.
- To recommend specific interventions for improving public services delivery
- To examine local decisions making process of union council and utilisation of public funding.

Review relevant available secondary sources (recent HIES, PMS, existing PPA etc) to grasp general picture of condition and environment.

Designing the study methodology, selecting samples, develop methodology to collect household level survey, other qualitative study methods such as PRA, FGDs etc; develop detailed work plan, and manning schedule.

Also review other previous and on going poverty impact assessment studies conducted in Bangladesh to gather an in depth understanding of the methodology and to identify indicators to be used for the impact assessment;

Identify a separate checklist of issues on problems relating to agriculture, education and health for consultation with UP members, Upazila Nirbahi Officers (UNO), Agricultural Extension Officer, Upazila Health and Family Planning Officer, Upazila Education Officer and village leaders.
