30. Evaluation Study of the Youth Training and Self-employment Project

  Scope of the Project :

The Youth Training and Self-employment Project is intended to provide the opportunity to the youth society to be actively involved into the nation-building activities as a disciplined workforce. In order to make the event happened, the project provides appropriate training and necessary micro-credit supports to the targeted youth communities all over the country, so that they can be self-reliant through creating employment opportunities and thus, uplifting their self-esteem. The youth development project is spread over 481 Upazilas with 64 districts, five city corporations and 18 units. Specific project objectives are as follows:

  • To provide training on productive sectors of both male and female youths to make them skilled, semiskilled human resources
  • To create revolving fund under the Directorate of Youth to support the trained for employment generation
  • To provide fund in groups or individually to make them economically self reliant
  • To motivate youth for their moral, mental development and use them for the development of the country
  • To engage the youths (both males & females) who received training from the Directorate of youth and engage them in self-employment to eradicate unemployment and alleviation of poverty
  • To motivate youth for the national development by arranging workshops/seminars and relevant activities and create leadership among the youths.
  Services Provided :

The total sample size of the survey comes at 3120 (1560 boys, 1560 girls). Besides, a total of 36 youth centers/unions from among the twelve selected upazilas will be included in the study. The evaluation team will randomly determine 24 youth centers where the project has intervened. Another 12 adjoining centers would be selected as the control (outside project intervention) area. Following services will be rendered:

  • Review other previous and on going impact studies on GoB financed youth training and self employment programs in Bangladesh to gather an in depth understanding of the methodology and to identify indicators to be used for the impact assessment;
  • Define possible impacts to be evaluated and determine indicators that will be used to evaluate those impacts; prepare a comprehensive listing of project variables and indicators.
  • Evaluate relevance and effectiveness of training courses to assess training programs including design and development and the appropriateness of training materials
  • Evaluate achievement of training objectives to ascertain the improvement and positive changes in knowledge, skills, attitudes and exposures of the targeted youths, and the extent of opportunities created for self-employment and the overall socio-economic development
  • Evaluate changes in selected demographic characters to investigate the selected demographic characters to assess the project participants' attitudes and knowledge on various public health, country context of development barriers and government policies
  • Evaluate factors and changes in socio-economic condition to ascertain and establish successful case studies of youths to bring examples for further development of youth programs
  • Evaluate adequacy and effectiveness of credit supports to assess the adequacy and effectiveness of the provided micro credit-support and the diversified needs and its forms
  • Conduct detail analysis of study findings and recommend policy implications.
