34. Participatory Rural Appraisal (PRA) of Subprojects under Second Small Scale Water Resources Development Sector Project (SSWRDSP-2)

  Scope of the Project :

The purpose of Participatory Rural Appraisal (PRA) is to obtain a comprehensive overview of the perceptions of the different local interest groups (stakeholders) concerning water in its broadest sense in the proposed subproject area. While the direct stakeholders will vary from area to area, they are likely to include men, women, farmers, labourers, part time and full time fishers, minorities, and people inside and outside the proposed subproject area (Upstream and down stream).

As the overall objective of SSWRDSP-2 is poverty alleviation through small-scale water resources development, the PRAs will emphasize participatory water resources development and planning. Thus an understanding and expertise of the technical issues of water resources planning and management is essential to the success of the PRA process.

The PRA will fulfill the requirement of subproject appraisal in a professional manner using acceptable tools. More importantly, the PRA will make certain that the appraisal will be done in consultation with both subproject beneficiaries and affected persons. This will ensure subproject concept and design conform to the needs and aspirations of the beneficiaries, who will ultimately be responsible for the operation and maintenance of the subproject after it is implemented.
  Services Provided :

The general objectives of the PRAs will be to: (i) prepare an inventory of all local water resources and the way they are presently used; (ii) identify the perceptions of local interest groups on water related constraints in relation to domestic, agricultural, environmental, fisheries, transport, environmental and other usage; and (iii) identify the perceptions of local interest groups on solutions to resolve the constraints. Both the negative and positive impacts of the solutions on the local interest groups should be included. To achieve these, the following tasks would be done:

  • Mobilize PRA Team
  • Perform Initial Review of Secondary Data
  • Make Initial Field Visit
  • Consult with Stakeholders including LGED staff
  • Select Appropriate PRA Tools
  • Train Field PRA Teams
  • Prepare Inception Report
  • Conduct PRA
  • Synthesize and Integrate Findings
  • Prepare Draft Final PRA Report
  • Incorporate Comments from LGED Staff and Reviewers
  • Prepare Final PRA Report
