35. Institutional Review of a National Institute of Local Government (NILG) under Water and Sanitation Programme Support project of Unit for Policy Implementation (UPI)

  Scope of the Project :

Government of Bangladesh , with the support of Unit for Policy Implementation (UPI), is formulating the Sector Development Programme (SDP), which shall form the basis of future sector wide approach, in planning and implementation of Water and Sanitation projects. The SDP includes Sector Development Framework (SDF), Institutional Improvement Programme (IIP) and a Sector Investment Plan (SIP). National Institute of Local Government (NILG) is mandated to provide training to enhance the capacity of local government institutions for proper implementation and follow up of government policies and guidelines. Regarding the strengthening and capacity building of National Institute of Local Government (NILG) in providing appropriate training, the local Government Division has requested UPI to undertake an Institutional Review of NILG to identify the needs, strengths and weaknesses of the Institution, for carrying out a nation wide capacity building of Union Parishads and Pourashabhas. Based on the institutional review, measures for institutional reforms are to be recommended. The objectives of the project are: Assess the relative strengths of NILG for building the capacity of Local Government Institutions in light of government's policy of decentralization and the forthcoming Sector Development Programme (SDP). Develop a Capacity Building package for NILG for meeting the requirements of the Sector Development Programme (SDP).

  Services Provided :
  • Undertake an analysis of NILG's current training focus and programmes and its stated mission/objectives as per its legal mandate;
  • Explore and review NILG's current operational and functional issues such as staff position, knowledge base, types of training, subject areas of training, course materials/modules, training methods, audio-visual support, training evaluation and impact assessment etc;
  • Assess training partnership development efforts and networking with other training institutes;
  • Identify and analyse the need for possible interventions for improvement and further development of NILG's capacity as a catalyst of change for enhancing performance of local government institutions;
  • Undertake a review and analysis of NILG's perspective plan particularly focusing on training, Human Resources Development and Management Information System etc;
  • Assess the capacity-gap between where the NILG is now and where NILG need to be (in terms of training focus, qualified trainer, training programmes, course materials/modules, training aids, physical facilities, and networking with other training providers etc.) for meeting requirements of the Sector Development Programme;
  • Prepare a package of interventions for Institutional Capacity Building/Development of NILG.
