Scope of the Project |

As part of restructuring of the Government of Bangladesh's (GOB) largest power sector entity Bangladesh Power Development Board (BPDB), the government has decided to transform it into a holding company. Among its independent subsidiary companies, the South Zone Power Distribution Company (hereafter referred to as SZPDC) will be responsible for distribution and retail supply of electricity in the southeastern part of the country, including the old greater districts of Chittagong, Chittagong Hilltracts, Noakhali and Comilla. Establishment of SZPDC, institutional strengthening, and its initial 5-year investment program is expected to be supported by IDA investment credit.
The project calls for conducting the preparatory work for the SZPDC. It requires assisting the GOB/Power Cell/BPDB with full preparation of the South Zone project which includes: (a) procurement of management consultants, (b) preparation of an Investment Plan, (c) preparation of a Project Concept Paper (PCP) for the South Zone Power Distribution project (SZPDC), and (d) advice on incorporation of SZPDC and its corporate governance. |

The services provided are mainly :
Procurement of management consultants: assist GOB/Power Cell/BPDB with identification and retention of utility management consultants through development of terms of reference, drafting the management consultant contract, and assisting in contract negotiation.
Preparation of an Investment Plan: Review areas of proposed investment operation and preparation of feasibility report. The work will involve reviewing load forecasts, addressing optimum network planning criteria and development of a sound investment plan.
Preparation of a Project Concept Paper and advice on incorporation of SZPDC: Following up on the Investment Plan prepared and developing a corporate governance structure for SZPDC. Develop a Project Concept Paper (PCP) highlighting important areas that require special attention and developing a sound corporate governance regime. |
