Scope of the Project |

The TA will have the following outputs: (i) situation analysis, (ii) recommendations for TVET policy reforms, as necessary, and development activities, and (iii) project loan design proposal, which includes support for the development of short-term training programs and basic skills development, capacity-strengthening, and project implementation. The TA will: conduct a situation analysis of the TVET subsector, including stakeholder mapping and institutional analysis; examine TVET-related policies, including inter-ministerial coordination and scope and distribution of responsibilities, and training policies; and recommend potential TVET policy reform and development activities to improve access, relevance, quality, efficiency, financial sustainability, and coordination. The TA will then develop a project design to be proposed for possible project loan financing by ADB.
The objective of the TA is to assist the Government prepare a project proposal to be financed by a project loan to improve access, relevance, quality, coordination, efficiency, and sustainability of TVET in response to labor market needs. In turn, this would contribute to improving the skills base of the country and provide more people with income-generation opportunities and help reduce poverty. |

Under this project the services provided were assistance with the local knowledge of the current technical and vocational education training (TVET) programs and institutions and analyze the quality, relevance, and efficiency of TVET programs and institutions. Further the consultant will research short-term programs and non-government long-term programs from which lessons could be identified.
Also review the TVET teacher and trainer training system of Bangladesh and the recruitment policy and practice of TVET teachers and trainers; recommend policy changes and project investment activities to improve and expand the capacity of TVET teaching and trainer training; identifying specific staff development activities for teachers and trainers. |
