Need Assessment Study on Training

  Scope of the Project :

The government of Bangladesh has identified the ICT as a vital tool for achieving more efficiency and transparency in the governance system. In light of this, the government is in the process of introducing ICT systems at different public offices throughout the country. The SICT project under the Planning Division, Ministry of Planning has been entrusted to coordinate and implement these initiatives. The SICT mainly operates outside the Planning Commission Campus. ASICT, a supplementary project to SICT is carrying out the implementation of comprehensive ICT systems within the Planning Division, ERD and IMED. The ASICT is a joint collaboration of Government of Bangladesh and UNDP.

The common ground among the three separate divisions constitutes the operational boundary of ASICT. The three divisions work separately. However, they do work with common data and information. Additionally, the inputs of these divisions in government initiated projects and development activities require close interaction among them. Through comprehensive integration, ASICT aims to enhance the efficiency and effectiveness of the work processes and procedures.

Implemented ICT infrastructure, better capability among government officials and enhanced transparency through e-Government applications are the expected outcomes of the project. However, given the complex nature of tasks, ASICT takes a phased approach in addressing different goals. The first phase, one of the concentrations is to determine the ICT exposure and capabilities of the personnel of the three divisions.

The objective of the consultancy service is to determine what are the training needs of the officials and staff within three divisions of the Government, namely the Planning Division, ERD and IMED with respect to Information and Communication Technologies that can be used to share information and communicate electronically between and among offices of the three divisions with a view to enhancing the overall efficiency of their decision making and work processes.

  Services Provided :

a) Evaluating current ICT capabilities of concerned government personnel

  • The consultant will conduct a needs assessment to evaluate the ICT capability of concerned government officials with respect to
  • Knowledge of ICT systems – hardware and software
  • Formal ICT qualifications
  • Practical skills and abilities in the use of ICT systems (including office productivity tools)
  • Personal attitudes towards the use of ICT to enhance efficiency of work processes
  • Communication skills

b) Conducting a GAP analysis of existing skills and required competencies

  • The consultant will include in his assessment a determination of required qualifications to be developed, strengthened or upgraded through an adequate training programme, This will include
  • Identifying the skills required to use ICT systems to enhance efficiency of work processes
  • Determining the gap between the available and required skills set of the officials
  • Matching the identified requirements for the function with the available qualifications of the targeted officials

c) Developing Training Guidelines

  • Designing training guidelines that will address the ICT skill development requirements of the officials. More specifically,
  • Identify and list as far as possible the incumbents to whom training should be provided
  • Identify what types of ICT training should to be provided and to whom
  • Designing/Developing ICT training schemes that can be targeted at different levels of officials
  • Designing course outlines for different ICT subjects
  • Determining the course content, duration and methodology for imparting training to different levels of officials
  • Identifying and recommending institutes/organizations and/or faculty/trainers to conduct different ICT training
  • Developing comparative cost estimates for different types of training
  • Designing training evaluation tools to assess the effectiveness of the training imparted

d) Presentation in a sharing and dissemination Workshop
