60. Ex-post Evaluation of Food Security for Vulnerable Group Development (FSVGD)

  Scope of the Project :

The Food Security for Vulnerable Group Development (FSVGD) for Women and their Dependents is a component of the nation-wide VGD Programme aimed at improving the socio-economic conditions of ultra-poor women. The project has benefited approximately 255,000 ultra poor women in 57 Upazilas (sub-district) of seven districts in northern Bangladesh (i.e. Dinajpur, Kurigram, Lalmonirhat, Naogoan, Panchagarh, Rajshahi and Thakurgoan). The FSVGD Project commenced in July 2001 and the Non Government Organizations' contract and projects activities ended on 31 December 2006. However, some parts of management activities have been continuing until June 2007.

The overall objective of the FSVGD Project is to contribute to the eradication of extreme poverty and hunger, by achieving sustainable improvements in household food security and overall livelihood of the rural ultra poor households.

Under the present undertaking, the impact of the interventions will be evaluated through group and individual interviews of the 1950 beneficiaries (156 groups) statistically selected from 52 Unions belonging to 14 Upazilas under the seven northern districts, using structured and semi-structured questionnaires and open discussion.

  Services Provided :

Survey Programme

  • Logistical arrangements including contacting the groups to be surveyed and informing them of the survey programme;
  • Implementation of the actual survey and data compilation of the survey;
  • Analysis and data presentation according to the needs of the evaluation team to give a clear indication of project achievements.

Survey Format

Develop a survey format covering the following issues: (a) Dietary and nutrition intake; (b) Personal and domestic hygiene practices; (c) Income and standard of living; (d) Coping mechanism in case of natural disasters; (e) Social awareness – literacy, women development, human rights issue, etc. Secondary information including (a) Baseline survey information, or any other earlier surveys, if available; (b) Project monitoring and evaluation or MIS reports; (c) Other project reports – mid-term evaluation missions, consultancy reports and progress reports will be consulted in preparing the survey format.

The survey will be conducted through:

  1. Interviews with the sample beneficiaries covering household details, education, assets (land, household articles, livestock, etc), daily activity profile (including food habits/intake quantities, hygiene practices & hospital visits), income/expenditure, participation in common activities, general awareness, employment and livelihood options. Interviews will be held separately with head of household, women member of household and children;
  2. Focus Group Discussion with the Groups (wealth ranking, sustainability issues, etc.);
  3. Formal meetings with concerned agencies, local administration and DWA grass root staff and informal meetings with local leaders/elite, general villagers and other stakeholders;
  4. Visits to local doctors, hospitals and clinics during survey to determine whether there is a change in health issues during the project period.
