The project calls for assisting the Ministry of Health & Family Welfare (MoH&FW) in meeting the immediate financial management needs regarding the Government of Bangladesh's (GoB) sector wide approach the Health, Nutrition & Population Sector Project (HNPSP). It requires analysis of the reasons for blockages within the Financial Management & Audit Unit (FMAU) for preparation of reimbursement requests and financial monitoring reports; the hindrances in data collection from the relevant entities to collate the same. The project is designed to help strengthen the FMAU so that it can produce the necessary financial reports and assist in the collection of the data required to do the same. It entails working closely with the MoH&FW in general and the FMAU team in particular. |

- To diagnose the causes of delays in spending and/or reporting expenditure in the spending units of MoHFW and the FMAU team and recommend actions to prevent these in future;
- To contribute to a process of determining technical assistance and capacity building needs for the medium term (e.g. the three years following this consultancy) to build in-house financial management capacity. Establishing a sustainable financial management reporting capability.
- Establishing and prioritising its HNPSP financial management reporting needs, including timetables and data formats. To produce HNPSP financial monitoring reports to the agreed timetable and format.
- Selecting and procuring appropriate IT systems to produce the financial management reports and assist in their installation and configuration, ensuring compatibility with and connectivity to GoB's local area networks within MoHFW.
- Establishing and agreeing data collection systems, timetables and content so as to collect data reliably and on a regular basis from Line Directors, the Controller General of Accounts' office, the Chief Accounts Officer and other sources as required.
- Establish a plan which works towards reconciling Controller General of Accounts (CGA) data with that from divisions at the earliest opportunity.
- Preparing clear but simple job instructions for FMAU staff involved in the reporting process. Conduct required training.
- Developing and updating the Financial Manual and guideline manual for HNPSP
- Supporting the FMAU to outsource functions as necessary e.g. internal audit, training.
