66. Chittagong Port Efficiency Improvement Project

  Scope of the Project :

The TA is assisting in the implementation of the various components of the Port Efficiency Improvement Plan (PEIP) to ensure sustainability of the different investment components of the Project. The consultancy services includes, but not limited to, the following activities: (i) provision of guidance and expert advise on increasing yard capacity through the implementation of various measures outlined in the PEIP; (ii) transfer of technology and knowledge in the development of personnel skills needed to support the computer systems to be installed at CPA; (iii) assist CPA implement the revised port tariffs; and (iv) implement an environmental management plan.

  Services Provided :
  • Assist CPA and CHC with the relocation of warehouse, auction house, unstuffing activites and customs clearance to off-dock locations including planning and implementing logistical arrangements
  • Support the establishment of an Environmental Unit in CPA, and give extensive assistance to the implementation of CPA Environmental Management Plan (EMP), so as to achieve gradual improvement on CPA environment performance.
  • Prepare a set of indicators to assess CPA environmental performance by reference to international environment management standards
  • Provide the necessary training and guidance to staff recruited/assigned to the environmental unit (v) Assist with the preparation of needs statement of equipment and material needed to meet MARPOL 73/78
  • Evaluate the impact of the new tariff structure and the billing activities and recommend refinements and improvements if necessary.
  • Prepare a detailed plan for human resource development including numbers, types of training, schedule and budget for implementing the plan
  • Undertake a complete review of the strategic plan prepared by CPA, taking into account the planned and on-going activities at the port, national and sub-regional policies, policies and procedures governing agencies such as customs, national and international economic trends, hinterland transport and port development in the sub-region and sub-regional, etc. Based on the review, prepare a staged-plan for commercialization and eventual corporitization of CPA
