  Scope of the Project :

The FMRP is designed to support improvement in GoB financial management for five years. FMRP is a five-year programme funded by the Department for International Development (DFID) and the Royal Netherlands Embassy (RNE). The programme is intended to provide support to the Ministry of Finance (MoF), the Comptroller and Auditor General (C&AG's), the Controller General of Accounts (CGA), the Financial Management Academy (FIMA) and selected line ministries in financial management reform. The programme is likely to be implemented over a period of approximately five years with a budget of approximately £25 million.

The goal of FMRP is to improve the efficiency and effectiveness of the allocation of resources, and to achieve more equitable and improved public service delivery. The purpose of FMRP is to develop accountable and transparent institutional management and operational arrangements for aggregate fiscal discipline, strategic prioritisation of expenditure and improved performance during budget execution. FMRP comprises five interrelated components. The main objective of the Component 4 is to enhance financial management capacity in line ministries.

  Services Provided :
  • Consolidation/completion of Accounts Offices computerised accounting system. CAO Accounts System rolled out to the 31 new CAOs. Roll out upgraded Accounts Consolidation System to the 6 new DCAs. Test Transaction accounting at a CAO. Performance management and staff development system in place for sustainability of systems.
  • Improve quality of accounts relating to both revenue and development budgets with special focus on bank reconciliation for both receipts and expenditure. Improve quality of accounting information, including development expenditure and departmental accounts, with particular focus on bank reconciliation. Revise Accounts Classification Structure.
  • Maintenance of IT infrastructure and existing applications on a sustainable basis by GoB staff and acquisition of IT management and application support skills by Financial Systems Support Unit staff. Training and capacity building programme for year 1
  • Installed and operational communications network in Dhaka to connect the Central Financial Systems Unit with Controller General of Accounts, Chief Accounting Officers, Ministry of Finance and Financial Management Units.
  • Approved financial management information strategy document. FMISS in place at the heart of FMRP.
