  Scope of the Project :

The FMRP is designed to support improvement in GoB financial management for five years. FMRP is a five-year programme funded by the Department for International Development (DFID) and the Royal Netherlands Embassy (RNE). The programme is intended to provide support to the Ministry of Finance (MoF), the Comptroller and Auditor General (C&AG's), the Controller General of Accounts (CGA), the Financial Management Academy (FIMA) and selected line ministries in financial management reform. The programme is likely to be implemented over a period of approximately five years with a budget of approximately £25 million.

The goal of FMRP is to improve the efficiency and effectiveness of the allocation of resources, and to achieve more equitable and improved public service delivery. The purpose of FMRP is to develop accountable and transparent institutional management and operational arrangements for aggregate fiscal discipline, strategic prioritisation of expenditure and improved performance during budget execution. FMRP comprises five interrelated components. The main objective of the Component 5 is to build the capacity of Financial Management Academy , as a sustainable centre of excellence for financial management training in government

  Services Provided :
  • Strengthen management capacity within FIMA. Form alliances with complementary training institutions in the country to share resources. Submit Annual Business/ Corporate Plan & Annual Report to Committee of Advisors (FIMA). Implement Staff training and development programme each year. Management - review and report. HRM (FIMA) review and report.
  • Remain high quality of current portfolio of training programmes within FIMA. Ensure that course attendance exceeds 80% per annum, improves per annum, and promotes women's participation. Design and evaluate course evaluation. Recommend on funding standard of FIMA courses. Update FIMA sustainability. Arrange study tour/conferences. Review FIMA's capacity to meet FMRP needs. Training co-ordination with other FMRP components
  • Train core group of GoB to sustain high quality of training within FIMA as well as suitably internalise reforms in GoB. Design and deliver new courses to 40 middle and senior managers annually. Select trainers, including suitable women if available, to provide new courses. Selection of best performers on the annual training round, and others with relevant training experience to be considered for further studies abroad. Select, through internal competition, (a) suitable academic institution(s) to undertake foreign training for up to 30 GoB candidates.
  • A Para- accounting capability established to enhance the quality of accountancy practices amongst non-cadre staff. Review of options for Para-accounting qualifications; GoB officials complete Para-accounting course; suitable officers begin professional development through ICMAB; identify suitable officers for 'fast stream' scholarship in accountancy training abroad.
