74. Managing at the Top 2 (MATT II)- Bangladesh Public Service Capacity Building Programme

  Scope of the Project :

The primary objective of the consultancy is to assist the Government of Bangladesh to create the conditions for incremental administrative reform and performance improvement within the Bangladesh Civil Service (BCS) through the provision of technical expertise, knowledge transfer and capacity-building for senior managers. The purpose of the MATT 2 project is to create a critical mass of reform-minded civil servants who through mutual support and pressure, through their strategic and influential locations within the civil service, and through their own improved performance will generate and demand administrative reform from inside the BCS. The purpose will be achieved through a combination of appropriate training, support to sustainable training capacity, support to reform of human resource management systems, and demand-generation activities aimed both within the BCS and at civil society ‘users'. The consultant will work with the Ministry of Establishment to develop policy and systems for performance-based management within the BCS and with the Bangladesh Public Administration Training Centre (BPATC) to develop and deliver a sustainable training capacity to create reform-minded, customer-focused and performance-oriented senior civil service managers. The Consultant will also assist the Ministry of Establishment in the further development of the MATT 2 project policy, systems and procedure, and in project management including programming, budgeting, financial and progress reporting. The Consultant will provide specific support in the implementation of project activities to:

  • Career Planning Wing, Ministry of Establishment
  • Bangladesh Public Administration Training Centre.

The Consultant will also design and deliver a staged and assessed training programme including exposure visits for around 2000 senior civil servants over a 7-year period including 6 weeks in-country training at BPATC and 6 weeks (for around 300 participants) at an overseas institution(s).

  Services Provided :

The Consultant will assist in undertaking the following broad activities:

  • Technical assistance (including international expertise, training and study visits) to the Career Planning Wing of the Ministry of Establishment for the development and introduction of improved human resource management systems for the BCS
  • Technical assistance to the BPATC (including international expertise, in-country and overseas training) for the sustained improvement and adaptation of its training capacity
  • Design, programming and delivery of international and in-country public sector senior management training courses and study visits, based on a rapid TNA.
  • Design and introduction of MATT 2 participant selection and assessment criteria and procedure
  • Design and introduction of work-place based practical reform or performance improvement projects (Performance Improvement Projects)
  • Project monitoring, reporting and evaluation systems. This to include an elaboration of performance benchmarks (outlined in the Project Memorandum) to be used during the project implementation and specifically for the Output to Purpose Review after 3 years
  • Development of MATT alumni-building activities, and MATT 2 publicity
  • Project management Including the managing of disbursements associated with the training activities.

During the Inception Phase, Consultant will assist in undertaking the following detailed analysis of the:

  • numbers of prospective MATT participants (officers at Senior Assistant Secretary, Deputy Secretary, Joint Secretary and Additional Secretary within the age limits set out in the project memorandum) in order to agree detailed procedures for selection of participants and to programme training groups and study visits;
  • prevailing attitudes amongst prospective MATT participants to poverty, gender, status and incentives for performance in order to design a training programme which can engage participants, and a strategy for alumni development;
  • prevailing attitudes of the BCS and specifically the Administrative cadre from within and outside the BCS in order to design ‘demand-generation' activities
  • capacity of BPATC faculty and deputed staff in order to BPATC organisational development requirements, identify training needs and to select individuals for ‘fast-track' overseas training;
  • capacity of Career Planning Wing in order to develop an appropriate technical assistance programme.
  • The Consultant will also be required during the Inception Phase to develop and agree Terms of Reference for the Project Steering Committee, the Project Management Committee, and the two Advisory Panels.
